Is there a shop where you can buy stuff using them? When is Mardigras on subeta?

We used to have Mardi Gras on subeta but since its strayed from IRL holidays we don't have it anymore. The doubloons I think were just RS'able from the holiday shop during that time :)

So then they are just a regular item?

I believe so, yes. At any rate there wasn't any kind of special shop for them or anything like that, if that's what you're wondering.
