Use of the survivor memorial?

I've been away for a LONG time, and I'd like to know what is it's use.

Dont laugh, but im a girl with an avi thats male cuz I like to be flat-chested xD

Kiss it or place Survival flowers from Seedlings on it for achievements. Makes more sense in February, during the Great Pandemic anniversary.

There's snow stopping

It was part of the plot in February, unfortunately, aside from buying flowers and placing them near it nothing really ever came from it.
