back in the day I seem to recall having found a foreground[maybe?] item that put crosshairs over your avatar, like they were being targeted but I can't seem to find it now. i know the exists but that's not what im talking about. I just browsed through the entire foreground layer in the wardrobe looking for it but either I missed it or I'm imagining this item or it's in another layer.

any ideas about this? [also, sorry if this is in the wrong place, i dunno where else it should go.]

you can certainly ask that here, even though the HA subforums might get you a better response, since you are talking about a wearable. I'm not sure if I've ever seen anything like, but maybe it's one of the Battle Shop components?

there's a separate CW board, and there are people who keep track of all the new ones there and who have classified some of the already existing ones. It might pay to ask around there before you get started.
