Ok so, my post count, as displayed beneath my HA, is going up whenever I post, BUT on the achievement page, the count is stuck on 997 and wont go up.

Is this just me? Something going wrong?

Try going to 'recent posts' that you've made. That triggered the 10K achievement for me when I got it and updated the count.
