Is the Fierce Ice Blade supposed to be coming from the OI vending machine? Its rarity is Special so it made me wonder if it was supposed to happen at all.

From what I know about it, its supposed to only vend at Ocean Depths in the Omen Isles, but I'm not 100% sure.
