For the Present Bomber, is it possible to get r99s? If so, how much sP do you need to put in?

I'm pretty sure its just completely random. I just gift bombed a friend of mine and only put 3,000 in and it gave her worth 10,000.

No, the prizes get better as the sP amount goes up, I've done a lot of bombing, 100k at a time and gotten a lot of SubQ. I just want to know if I can get r99s..
