1. yes. 2. it's 'stuck' to your base like it would be if you got a tattoo IRL.

You can remove it though, but I wouldn't recommend that, since they can be pretty expensive, at 500sP per pixel.

As long as they're not fake eyes or clothes, anything is allowed! :3
