Down at the bottom of the user options > bookmarks, it says, save bookmark order. But I haven't been able to change the order of them, just delete or edit.. is there a way to drag them to reorder them? Thanks!

Yes, you can just click and hold one, and move it around in the list that way.

If you go here you should see all your bookmarks listed. Just grab them there and shift them around in the order that you want and then click save order.
