Is it normal that Blue Sky give super rare item? I got The Haunted Mansion (r99) and All About Cotton Candy (r98) only seconds apart. As far as I know most vending machine don't give this kind of items.

They probably changed it for the Reading Drive. I know they made the Book Nook restock way more often, I didn't personally see anything about the vending machine but no, normally it shouldn't give out rarities that high.

It's normal. They just changed it so people can get the rarer books to do more Library quests.
