I heard that Subeta has a "cash" shop that you have to pay real money for. I heard you can buy an in-game item with SP to get Cash for this?.. Also I know you can recharge with like, prepaid cards.. Ultimate Game Card, etc.

Is doing art comissions to get an ultimate game card, csc, etc allowed? If so, how does this work?

You can do art commissions to get csc..not too sure about the UGC though. Easier to ask for sp or csc.

You don't NEED a credit card for paypal, but without one your options for receiving/giving payments will be limited and very sloth like. Though if you're in the US and you have a debit card that acts credit card-ish (there's a chip on it or something) then that will act similarly.

And if you're in Canada with a Debit Card? :'D I'm not American, sadly. x:

The debit cards in Canada don't get the same options. You can get your bank account set up but without a credit card your use will be limited mainly by time.
