I've been gone from Subeta for quite some time now and I've only recently returned, I know the item's function/purpose but I'm curious as to whether or not it's still functional aside from the Pumpkin Patch? Is this confirmed, and how do you know when/if it's working?

It's only functions are as a wearable and attracting minions in the patch during Morostide. During Morostide, as long as you wear it on your HA, you'd have an increased chance of finding minions in the patch.
