Is it ever actually possible to purchase something from the hustler in the cash shop? Do you have to do something first or is he only selling at certain times? Any rules I don't know about. Thank you ahead of time for any help you can give.

He restocks at random times, there's a board for him in the General Discussion forum, along with a link there to a group you can join which is pinged whenever he restocks :)
