The "best" I was ever given was Sarah Bobblehead. What determines, which bobbleheads you receive? Or is ist completely random and pure luck if you end up with a rare one?

It seems to be completely random/pure luck. I purchased about 150 items from the CS during the sale and didn't get a single of the 5th row ones. I purchased all sorts of stuff then, not only wearables.
