can you even use the coda caves anymore? i've been told that was part of the galctic pet quest, but i cannot seem to go at the right time. should i dash my hopes of getting a galactic pet?

They are open the 6th and 7th of every month. :) Next month you can turn your pets Galactic.

If you wait next month until the 6th, you can turn your pets Galactic, the crystals are cheaper now though, unless you intend to dig them all up. :D

You just have to be sure to check on the right days. There is a reminder you can put on your sidebar.
