the term "tits mcgee" was around long long before anchorman came out. so i don't really think something that's a ref to tits mcgee would have to be a ref to anchorman specifically. that said, i'm not the artist/person who named her (she was around before i was even staff), so for all i know that's where their personal inspiration might've come from
