Is there any way to catch this Maliss, or is he just there to tease me forever?

You can't catch it from this event, it's just for teasing us.

BUT since the Maliss is an r99 item, you could possibly get one from a Lizard Minion event.

That Maliss is a big tease. You can't catch it.
