So, I made a billboard earlier this afternoon, around 2:00 or so here on the East Coast..

..should I have already received a notification for it to be accepted, or is it just madness due to the pandemic?

Only a limited amount of Staff are authorized to accept Billboards. As such, it can take awhile for a Billboard to be reviewed. Like Tickets, you should allow up to 3 days or so for a response, though it could vary in time severely depending on what's happening on site.
