Does this mean they don't work anymore? or does this mean you can't buy them in main shops anymore...?

I'm thinking it just means they don't sell in the main shops.. but I just want to make sure. I want to buy and use a Scribble potion... but, I don't want to waste my money on it if it's just for looks or collecting.
