In a few hours, if you refresh to much at the hollow that will happen. It restocks completely randomly and only 1 item stocks at a time so it's really hit or miss. It doesn't pay to just keep refreshing. Just check randomly throughout the day.

It just keeps people from always hanging around BHH and taking all the items. You can most likely check back within half an hour to an hour.

I usually refresh once every 15-20 minutes, that won't get you banned. :)
