I noticed on the achievements page there is one about helping a Drunk Carl with one of his quests but for the life of me, I can't find him anywhere...could someone be so kind as to tell me where he is or give me a link to him? It's much appreciated thanks!

His quests are located on Omen Islands. You need to complete an uncharted map to get there

You have to have access to the Omen Islands, by completing the Uncharted Land Map.
