i'm so confused about how the tattoos work... i have submitted 2 and both were denied but they were both original pics. i put them threw paint to make them smaller can any one help me?

Were they transparent PNG images? Or did they have a white background? If it has a white background it won't go through. Since you said you did them in paint, I'd assume them not being transparent is the problem.

You need to use a different editing program like photoshop or GIMP, or you could ask someone to do it for you.

I did mine in photoshop so I'm not sure if theres any way to do it online, so hopefully someone who knows more about that will come and answer x)
