I opened two and has same exact stuff but no kitty litter? Is there a glitch?

Are the doggy bags available? I believe that item is transformable and becomes the kitty litter.

No. It's not a glitch. The Kitty Litter is a transformable item. You get it by transforming the Doggy Bags. :)

The Doggy Bags can be changed into the Kitty Litter

You have to transform the Doggy Bags into the Kitty Litter. If you want you can transform them back into Doggy Bags as well.
