I have been seeing pets around with chains around their necks or ribbons on their wings but I have no clue where these people are buying them from. Could someone let me in on the trick so I can dress up my pets too?

We don't do pet dress-up here. If it's not part of the usual pet art, it's probably an overlay (custom artwork covering up the pet's actual image.)

You can't dress up Pets here like your avatar, the images you've seen are so-called overlays that replace the original Pet image on the pet profile.
