On SubetaHQ it says it's useable and will give you 1 random stat increase. I just bought one and it's blank under options. Is it broke or what?

It is no longer a stat increaser, it was changed on June 25th during some changes to stat increasers. If you happen to find anything else you can look at Battle Changelog, to find other changes in the past and future.
