I know Cadogre was a Limited Edition pet, but will they ever come available again in the future?

It will be, but not sure when. If you do not wish to wait you can purchase any type of ''Cadogre Mystical Toy'' to change your pet into a Cadogre.

To answer your general question releases of limited Pets are a very rare event on Subeta due to the fact that we have Elixirs and other items to get those Pets quite easily. :)
