I know Keith just did the massive clear out the other day but is that always manual? Some users say "This account will be eligible for clearing in less than 1 month."

Unfortunately you will have to wait for another wipe because it is indeed manual :(

It's always manual, accounts don't clear themselves nor will a staff member clear it for you randomly so we can only wait for the next clearing~ :)

It's usually every couple of months. :)

It's about every 3-4 months I'd say, but there's no set time frame for it actually.
