when do they happen mostly? also does it drop pet slots prices down to 1k?

As far as I know the only one that's practically guaranteed (unless something changes) is Black Friday, and yes pet slots are 1k. There are sometimes other sales during the year but what's on sale and the % discount depends, you'd have to wait until they have a sale to find out.
