I am confused as to why I don't have this tier as my shop has Total Profits: 67,310,826 sP, the achievement shows not even half of that.

Have a shop that has made a total of more than 25,000,000sP! 17,982,954/25,000,000

Try going to the "Edit Shop" page (Once you're into your shop, where you price things). That should update it. :)
