It's bought in the minion market but there's no option to give it to your pet as a minion.

I don't think it is supposed to be a minion, similar to how some stuff in Get Mugged and The Bake Stop isn't food and how some stuff in Book Nook isn't readable.

I had thought that I had seen it on someones pet a long time ago but I could just be crazy

The Dirty Minion Litter Box, as well as the Clean Minion Litter Box (both sold in the Minion Market), are just toys.

I don't think it's meant to be a minion, but more of a supply thing. doesn't have the option either. Just allows your pet to play with
