Where are they? Where can you buy the billboard? How do they work know?

You can buy views for a billboard you submit (following the guidelines) here or by clicking 'Create Ad' beside ads above the forums.

Couldn't help you with that. My apologies. I just tend to sell them if i get one :/ I'm sure you can buy one from another user using the "search shops" on the navigation menu :/
