Hovering a location on the explore maps lights it up like it used to — the highlight had quietly stopped working a while back.

I just wanted to add or ask this..why not a glow around the target area instead of the border thing. It would look nicer and not so..old-school? Sorry..I mean no offenses but many years ago I took some web design classes (for whatever they were worth at the time) and remember using slicing of objects to create 'target areas' for clicking. Again no offenses intended...

Is this not meant to apply for the main map? I only see it on specific regions, not the world map

Yeah..from what I see it is only applicable to specific areas within a map and not the entire map itself
I personally do not like it and do not understand why it is even needed but others seem to like it and find it useful. Whatever...I can easily live with it.
