"Gold Quill - Heal ↑, Counts as a healer"
This sticks out to me as potentially a bad change. Especially if the plan would also be to give this same treatment to Evil Quill, Jeweled Quill, Mystical Orb of the Gods, Silver Quill, and Bronze Quill in Tiers 1 and 2.
Timing when to use healers is one of the few times when you actually make an in battle decision, and if it's going to end up probably limited to Healer + Pquill as your only healers, the choice between a multi use healer and Gold Quill seems like a no brainer in favor of the multi healer.
As of right now, I think the default Budget T3 set looks like this: [Item=Dark Battle Star][Item=The Juicer][Item=Stinging Gauntlet][Item=Phoenix Quill][Item=Rainbow Herb Shield]

I'm going out on a limb and just assuming the the other quills are going to get the gold quill nerf too. I think if that happens the low level meta probably shifts to the Setup/Freeze into double bomb set up of the higher tiers. I think as is The Juicer is still the best of the healers.
Rainbow Herb Shield + The Juicer + Divine Denizen Scroll might just become the meta though for battle quests. An even trained T3 , nearing T4 ends up blocking 24 damage of each icon type that the challenger uses in a turn. It might just be better than stinging gauntlet.
There are a few dual duty weapons that potentially could be more powerful than RHS or SG, but I think most of the lower end challengers can make dual duties miss, so unless lower end challengers are tweaked to use more mono icon types like Tide, I think the rest of the defensive weapons are probably still not worth considering. RHS Never misses so its pretty much just a super charged healer.
One of the Dark Battle Stars would probably be replaced by hellfire if you limit Dark Battle star to one. I don't know if that new budget set is more interesting for the game or not to be honest. I might play around with my T3 in Bqs a bit before the reset tonight to see if it seems more fun or not.
Astral Wand might also be a little too good, I'm thinking it might be good for capped pets with a huge chain freeze, and then a delayed Soma/RB. Could probably reduce most opponents damage by a massive percentage. If an opponent has 12 weapons, and you steal 4 in a chain freeze, then Blast 2, instead of reducing a challengers damage by 17%, you're decreasing the challengers damage by 25%.

Unless the plan is to remove Healer from all other weapons to allow all the quill, including Phoenix, to be labelled as such, I'm wary of the idea too. Phoenix being labelled as a healer would conflict with RIWoD, which already has the Healer slot taken but is a very useful weapon for its tier and long-term.

These revamps are very fluid, I have no issues making additional changes to things along the way, if I determine there is reason to do so! Point taken on the Quills. Gold Quill has been reverted to what it previously was and I'll revamp all the various quills together at a later point.
Blade of Sacrifice has indeed been changed. It went from a -1% heal to -3 heal. Not -3%, just -3 :p
Other weapons have had their steal/freeze chances listed!

I've been testing with this pet:

The thing that I'm noticing the most is that you can just Blast opponents down with Dark Battle Star + Icy Freezing Wand and then 2 more DBS, along side 2 Morosbane Scrolls to just obliterate every default easy and medium challenger 10x+, and can even use that to get multiple wins many of the hard challengers, and thats before specifically trying to try to min max the stats. And thats also not doing anything with mods.
You never need to defend if your 250HP pet can deal 1000 damage in the first 2 turns of the battle while healing for 300 each turn. I think you need to scale back the damage on most of the lower tier weapons, so that low level battles are not so one sided. For tier 3, 6 icons max for constants and 10-15 max for bombs would make sense to me.

The Concept of clockwork bomber is interesting, I like it. Kinda hard to judge if it is actually helpful though. Since you can freeze bomb your way to hard challengers with speeds of 600-1000, adding 100 to 200-300 doesn't really move the needle much. I think to move the needle in a lot of battles a OPB speed boost would need to be 300-1000 with damage output where it is right now. Although, also making it a bomb then would probably not be a great idea since it just seems to be very low cost. Or you could lower the speeds of many opponents (probably not a bad idea, since it seems like they are often just batched together with STR/DEF of the challenger, which tends to produce the same effect of not really ever needing speed when your facing those challengers.)
Otherwise I'm not really sure how important any of the other changes are with the damage output of t3 pets being so high. Especially with the fates of stinging gauntlet, Shinwas Quill, Trident, and Knocker still in the air,
