Chiming in with also not being able to find area specific birds through most of this event. I eventually would end up pulling the bird out of storage instead of finding it. Which defeats the purpose of the bird quest which is to get more birds.

Yeah, specifically I have had the Darkside and Centropolis ones not show up for VERY long periods of time.
