Yes, after you get the item and use it to unlock the challenger it’ll always be there in the BC for you to fight.

Yeah, the only temporary ones are the special event challengers we get during holidays sometimes, and things like that. All of the Secret and Cash Shop challengers are permanent once you unlock them. :)
