Usually I have a vague theme in mind and i find an item that fits it and go from there. Sometimes the theme stays the same and other times it evolves into something completely different
i mostly base my HAs after 1 or 2 items i sought after. and from there on i just try out different things. i like starting with the body (blush) and face items, since i like to layer several face items on each other, trying to create new looks!
I start with the item of clothing I really seem to like, and then try to match it. If I'm able to match it well, I go on to picking the hair next, and then finally I go over to the face and choose which makeup I would like to use.
_Ususally I try to do an outfit with my latest items, I really like to wear body/sking stuff, like glitter or colors, ahahaha ! the last thing I do it's the face!

I /try/ to start with a colour palette or theme for a HA, but if I can't think of anything I'll go for a shirt or bottom item first and work around that :) A lot of the time things don't go together quickly so I end up spending serious time making a HA look good (to me!) and end up buying other items that I don't have to go with it!

I don't really have a system, but today I threw all of my new favorite things on and then moved them around until I figured out what could stay and what had to go. Just add and subtract until I was happy with it.
I start with whatever I need to get the skin texture, mainly because moving all 123456789 of the freckle lotions, body paints, etc I have on the average avatar once all the clothes are on is just really annoying. after that I pick hair, facial features, and whichever one or two items I'm building the current look around. (and then half the time those items aren't even in the final product. I'm a genius)
I'm like a lot of people and just pick one or two items I really like and then try to find other stuff that matches with it. :) Half the time what I started with ends up getting scrapped because the other items I start throwing on don't match super well with it. It's definitely not a systematic approach by any means. :D

I start with one or two items that I 80% end up not using in the end because something else comes along that's better aesthetically for me and I'm like GAH what is the point of this xD like this current av started off as camo color then went to that jupiter themed cs dress then went to floral pink as the end result lmao
Face and jewelry are usually last but the number of times I change items after an hour of work it may not even have a single item I started with. Usually more than 20 layered items but I have never hit the max 45. After I think the avatar is pretty well done I go through all the layers just to make sure I haven't missed something that would go

I normally make an HA if there is a holiday or theme, in that case I start with my favorite item pertaining to the theme. In this case it was the hat.
If I am randomly making a new HA I start with the newest additions to my wardrobe
i like to pick one interesting item or a specific color and start with that, then build around it usually starting with the face layer. when i get about halfway through i usually scrap everything and start over lol. sometimes i start with the hair if i find a good hair layering idea and work around that, but i think that most of the time it's easiest (for me) to do the hair last, as kind of the finishing touch
Hair first, because my HAs are always either characters or self portraits. Then I fix up their skin and start thinking "Hmmm... what do I have that they/I might wear?"

I just pick one item which I really like and then build my HA around it. In the current case, it was the headpiece. :)
I usually either start with an item I want to use, or start with the hair/face. This HA I have now I started with the background b/c I wanted something wintry. (and I was gonna do some pretty winter wonderland scene too, not sure how it morphed into creepy and depressing...)
