: Get a lawyer. Call child protective services. Call the cops. A crime is being committed against your brother. Verbal abuse is a crime, failure to get your brother the help he needs is a crime. Failure to advocate for your brother is a crime. Allowing the SF to abuse your brother is a crime. Your mother and SF need serious intervention so that they can get on your brother's side.
Has the SF actually hit the boys? Seriously, if they are hitting him, he is DEAD WRONG in getting them so riled up to get to that point. This is physical violence with an adult! It doesn't matter if the adult isn't doing the actual hitting, he is in control and he is the cause of This form of PHYSICAL ABUSE! As well as Emotional Abuse!
We no longer live in a culture and society where an adult can say to a child, "Whoo boy, when you turn 18 I'm throwing your crap and your birthday cake out on the sidewalk and you can go to hell for all I care unless you straighten up." Hurtful! Shameful! Abusive! WRONG WRONG WRONG!! Nope, that would do it for me, if that were my SF, or my husband or my boyfriend or anybody I knew, they'd be the ones who would be finding their crap out on the front lawn, a restraining order slapped on them faster then grass through a goose and cayenne pepper in their KY jelly.
It doesn't matter about your brother's discipline issues at this point, any discipline issues he may be having are a symptom of the abuse he is suffering with from the adults in his life. ( SF, mom, counselors, teachers, etc. ) If anybody needs to get their collective shit together, it is the adults. Get legal help. Seriously, call Child Protective Services anonymously and report your SF. Get friends of yours whom you trust to do the same. This has to come out in the open. I'm serious.
Look how you're hurting, seriously! You cannot deny it, this is tearing you up. Get outside help. Throw the SF under the bus. Speak up at the meeting tomorrow. You don't need a recording, you have a black eye on a child. Speak out, cry, be upset, let it show that things are a mess. Do what is right.
As far as Experion goes, call them and ask to speak with a manager. Don't offer any more information then you have already given them. This could be a cleaver scam. All they need is your name, SSI and your permission to do a credit check.

phew I almost said something yesterday when I pinged the lair to include her in their kissing. Luckily for once I actually read what I typed before posting. She's got our love and our full support, and kisses, tell her the events she'll have lined up are going to make life interesting unless she hits the delete button and hopes for the best, LOL

Its almost done. I need to make an underground style envelope or invitation for the .gif then Im going to submit it. It's not great but the satisfaction that comes from making it feels pretty good.

A lovely dark background with a kewl castle. Beautiful water effect in the foreground.
We've got a lot of full-moon backgrounds and only a few partial moon backgrounds. Most of those that aren't full are crescents. Right now the moon "takes over", even with the really gorgeous clouds you got going. Maybe keep it a full round, but only three quarters lit?
The other odd thing is that there's a default light source for the HA, and that's in the upper right (the HA's right) corner. Since your moon is on the other side, it's gonna look odd, like that moon isn't the source of the light we see the avatar by.
that is awesome looking funshine you should get that sent in and it should be approved really quick ... hope you are staying warm i know its cold where you are at hell it snowed here last night and now the temp is below freezing not good for me they dont have snow plows or do they salt the roads so its bad here ..
