i think he should rotate the odds every week so each test group essentially goes through the same overall odds.
I think if its that big of an issue, he should do it so every 5 quests you get a point.

Well I for one hate it. What is the point in earning something if you're going to cap it? Is it hurting the system? I have friends who only buy the books because that's the only type of item provided they need. So they've got tons of QP stocked up. Do you know what they do with the rest? Buy gifts for friends or sit on it waiting for more books. Why is that not okay? Do you know what I do when I am buying birthday/holiday gifts? I see if I have enough QP or FP to purchase some of their wishes before I go trolling through user shops. Why is that not okay? I also buy all collection pieces so I need my points, but I like to wait until I've got a bunch stored before I do a mass spend.
Limiting points is pretty lame. If you do that then you may as well go ahead and just set a max limit on sP too right? I mean that's a type of point currency. And also Forum Points. Banked Wiz Tokens. Site event currency points (coins, tokens, etc) - I mean why not just not let anyone earn more than enough to buy one of each new item right? Oh but that wouldn't make sense would it - then site traffic would go down and people would spend less time here...so why should QP be any different?
Sorry if this is really snarky, but limiting a currency seems like a ridiculous notion. Why is it a bad thing if people stockpile currencies? All it does is help combat the rampant inflation. Look at currencies we can't get anymore (RS wars, old RD points etc) - those items are so obscenely inflated that they're fairly impossible to get, especially with the dwindling amount of unspent points in the system. It seems like, with the closing of the old pirate/islander shops, you're trying to move away from impossible to obtain currencies controlling the market on items (since you mentioned there would be a way to start getting some of the old items potentially) - in that case, why would you create that same old problem that doesn't currently exist with the new currencies?
i wish I could hoard points, but I have never been able tog et that many. And right now I have been discouraged from even trying to do quests because I never get any quest points. :(

The QuestPoints really need to be fixed, especially since they just released a bunch of new items. With me only doing quests twice a week (weekends only), I'm getting maybe 16 QuestPoints a week (that's on the high side since the recent change). At that rate, it will take me 3-4 weeks to have enough QuestPoints to buy one of the many seasonal items I still don't have and they go away in a little over a month. At this rate, I have no hope of getting all of them.
I want to know when I am in the "you are super fucked" group so I can just save the trouble and skip questing...

- I'll take a static 1 every 5, over the randomness of doing 10 quests and getting none, then 3 from a different giver. Its a nice trade off, and a for sure way to calculate acquirement time frames.
Same, tbh. But maybe it's fatigue to see everything being determined by RNG
