is correct. The +10% is based off of their initial stats, so it's not compounded. Speed doesn't scale anymore; it used to, but now it's static.

It always depends on what other weapons you have. If you have a good armoury, it's really only good against the Gel challengers. Otherwise, it a dark blocker with attack and no healing.
