Interestingly Phoenix Quill, Shinwas Heart Pendant and Maniacal Slappy Hand have always been available for me. Shouldn't this be the same for everybody? All my sets are empty bare a single one, which has 3 items left in it.
A few I'm missing on first sight - I have a huuuuge armory... (some of them have been mentioned by others)

Multi-use scrolls are still bugged. They're only OPB right now. As was previously mentioned, this may have something to do with Secluded Shrine having no scrolls at all that can be created.
