Oh yeah, pen tool in Illustrator. There's a trick to getting nice consistent lines, the kind I could never get any other way.
I can also make the stars I add a separate layer since you mentioned you wanted to animate those. I just need to know beforehand so it's all set up right. If it's easier I can also package everything up in a zip file to mail to you too.
I just hate making complex curves with illustrator, it's so easier to use the 'add point and drag' thing in photoshop (and now I'm wondering if I could maybe transfer paths from photoshop to illustrator... I'll have to look into that)
Oh sure if the stars are a separate layers I'll even be able to animate them with css, It gives me plenty of ideas for some hover effects (like maybe I'll make him glow like Genese, and make the stars brighter when you hover the art)

It's kind of a case of where I'm not looking for perfect or even making a lot of complex curves. The game is to have consistent enough lines that they are not jarring or distracting to look at but not so consistent that they look mechanical. If it works it looks somewhat like the inking was done in pen or brush and ink but with all the benefits of vector graphics (work at final size to ensure line weight, but able to output and gigantic sizes for easy coloring). It helps that no one will ever see the vector file too :P

You should have no issues copying a path and pasting it into Illustrator. I just did it and PRESTO, the compound path of my hopes and dreams was plopped right into a new file.

Those lines are dreamy. Would you mind showing me your paths? I'm just curious how many anchor points you use to get these. I mostly do logos, so of course the least points I use the better (especially with the whole minimalist trend lately), but still.
@ past Ahhh.. I try to be frugal with my points since it helps keep file size down and makes for better, smoother lines. But when converting from stroke to outline Illustrator adds a ton of extra points. Some of them can be useful, but most of them need to/should be cleaned up. Even the cleanest, most elegant stroke will get janked up by this process. Actually, it would probably add a ton of unnecessary points to a strait line too....

I don't actually clean everything up that should be. The final product is raster so if the lines look good it doesn't matter. And no one sees the vector file first hand, so no one really knows if I didn't go back and fix everything up properly.
Edit: I have previews for you! I am not so sure on making the eye and mouth details on his mask light yellow, but that is easy to change. He's also got three layers of stars so you can get a nice twinkle animation going.

-couls his toebeans be darker? -would it be much trouble to see a verysion with stars/nebula matters at the tips of the wings and in the neck fur?
Everything looks so sharp and bright. I especially love those gold accents on the body and the way the rings pop!
The clouds I added to the mane and wings don't really pop, but you should see them fine on larger sizes. The can also be removed if you don't like them.

I'm actually not open right now as I need to clean up my backlog requests. Sorry, I'm not terribly fast or consistent. If what you're looking for is an overlay edit rather than brand new custom art, Weasle or Morse can probably hook you up. I don't do edits/recolors or redraws of official art (because I am a pompous ass because I'm bad at edits and recreations).

I've never seen so many "CoffeeShopWiFi" access points in my life. A few people were fun and creative with their rogue access points, like the guy who named his "Rogue Access Point".
It's less wait list and more nebulous point in the future, no guarantees, and will try to get to you before opening up public slots.
