That sounds like it'd be right and make the most sense. So 21 pieces, and 8 scrolls. 3 pieces that are elementally-related must be combined.

I think it will be combine the scrolls of the challengers related to each other. So the 3 rift challengers. Protector of the rich might be Saggi and Gate Keeper or something like that. Felibot for the Junk scroll, etc.
