I'm not sure what you've been focusing on getting, but what I do is try to get all the event items (so, everything in the New Years Shop, for example, even if you aren't going to wear it) and any cheap wearables that shop up when questing that aren't in your wardrobe.
my focus was plushies... but now i want to get one more achievement in wardrobe
more ideas, and I apologise if these are too basic but this has been my strategy so far!
[li]Go through all of the Main Shops buying your way along the display of clothes. Clothing Rack, Accessory Bin and Sole Train are good for this. Not everything in Grooming Parlour is wearable, and a lot of the things in All That Glitters are cheaper in usershops. Most of the NPC shops sell at least some some wearable things!
[li]Check out the Special Shops too; plenty of them are open year-round and take sP.
[li]When you've found one item that is cheap, try to collect the rest of the set of colours/designs of it via Shop Search: if you enter part of the name, then the search bar will suggest others in that set! screenshot
[li] Use Subetalodge to search for cheap wearables.
[li] Make an account on Subetalodge, and make a Wardrobe Collection. Use it to keep track of what you've bought and what you haven't (via Mass Update). This is really handy for both finding cheap stuff and for checking that you've got all of a set.
[li]If you're going for the achievement you want quantity over quality, so buy anything and everything even if you're sure you will never use it. Buying lots of cheap tat counts more than buying one really cool thing!

What I'm doing at the moment is buying lots of and buying from the Steamworks Menagerie: getting [item=Teal Silk Sleeve (Right)] for 28,000 sP instead of 2,200,000 ? Yes please!

Yes! If you go to the Mass Add page, you can click where it says Wardrobe XML and then follow the instructions on that page.
(Or you can do like I do and take a shortcut by having this page bookmarked, so all you need to do is Ctrl-A and Ctrl-C to select and copy it all: link.)
When you've got the Page Source stuff, copy-paste it into the big "Source Code" box on the Mass Add page and press the Submit button at the bottom.
When it says "Your Wardrobe collection was updated", do the next page: get page 2 (on my url link, just change the very last character from "1" to "2"), page 3, etc until you've got all of your clothes. (The SubetaLodge header will say "All of the items found in the page are already in your collection.")

Just to point out, if you change the "pgsize" in the Wardrobe XML link, you can get all the items in your wardrobe without clicking through the pages one by one. For example, at this link I changed the pgsize to 20,000, so if you have less than 20,000 items in your wardrobe it will list them all on one page, which will saved you time spent clicking through however many pages you have by default :)
