he just gave me two subq items, one of which was from my wishlist so DO THEM! yes, he mostly gives you crap but I usually get at least one subq item in say 2 days. I don't do the harpooning though and I also don't feed too many minion, but other then that I do most of his quests.

I hear you about the collection goal. I thought about going for one of the three but meh, I just dislike the fact that you can't remove anything anymore. I want to be able to sell stuff if I want to.

he pretty much gives out anything. I get retired items as well but mine are mostly junkie. my boyfriend usually gets the one worth a few million. I just finished all of the quests, 12 saggi quests left and then I'm done for the day :D for me it's like if I can't finish them before lunch I hardly ever manage to do them all.
