I'm not sure of the reason exactly, it's just a rule that staff have decided on. Some minions have been made into wearable companions as separate items before and vice versa. If there are any old items that are both wearable and a minion, it would have been before they decided on the rule. But searching in the item directory for both minion and wearable in the tags doesn't produce any results.

There are items showing minions available as wearables, but no minion are wearable because they're meant for your pet. And, if X minion is wearable, people would ask "WHY NOT Y OR Z MINION"

There are just too many.

I don't have any use for it cause I don't see myself ever using it as a wearable, but I would be more inclined to fight the challenger and win it if it was a toy.
