Just wanted to pop in and add my support for this suggestion! As pointed out by many other users, there are certain parts of the wardrobe where the layering criteria is super unclear, as well as layers that are super over saturated.
For me, I find the inconsistencies with the body/fullbody and ankles/legs/bottom layers, as well as the high volume + item diversity of the face and head layers, makes HA creation a lot more tedious and frustrating that it needs to be.
I would be more than happy to participate in tagging items for resorting (or whatever system may be implemented) if that ever happens.
since is blessing us all with a wig layer reminded me of this, i'd like to bring attention to this again! i'm not sure how feasible this is, but i'd still love to help sort items if it meant we got more consistent sorting in the wardrobe.

Popping in with my two cents. What'd I'd like to see is the face layer being split into eyes, mouth, makeup, etc. It's getting a bit difficult flipping through hundreds of face items to find that one thing I want to put on.
One thing I'd add to the user-run sorting system: when asking if the item is in the correct layer, have an option for I'm Not Sure. Even with the detailed descriptions for the new layer rules, some people have a harder time discerning the intricacies of things like that than others. The item flagged I'm Not Sure could then be thrown back in the pile and shown to someone else to try and identify. (As for the issue of who gets shown which items to identify and when, and the possible issue of two people trying to label the same item at once, I wouldn't know how best to deal with that.)
That being said, I'm all for this! Literally over HALF my drawers were made specifically to combat layering inconsistencies and complications. Hell, I have two drawers just for hair and FIVE for face, makeup, and body parts! It's madness!
I would be overjoyed to help sort through and relabel wearables. Hell, I could do hundreds if not a couple thousand just by myself.
EDIT: Oh yeah, and as for the idea a lot of people here have suggested of making a separate layer for Makeup, I see two big problems with that:
