The only thing that changed is the message. For me, it's still random

I am definitely getting a quest point every fifth quest. Which is currently the 2nd and seventh quest at the moment. It'll likely continue to shift as I quit quests, but it is working like intended for me.

Still sad, because I like random things. At least I've got New Years tokens to collect right now. That keeps this interesting.
