When you level up you get them. I have only gotten 2 so far. I am pretty sure, at least my husband thinks so, that some are just activated randomly in highly populated areas. Though that is not for sure. We have several spots that we have been to that almost always have one going.

In Texas you are not allowed to have your dog off leash if it isn't in your yard DX Yeah! I think I quit for a year here or there but I almost always came back for the events. Just this year I got into battling too! So many different things to do. One of my friends works on making stuff and I haven't even tried that yet.
