Yes it is crazy that some Cw's go for that amount the only time I would pay something like that is if I have something that the person wants along with a certain amount of csc,I would not pay out that amount in actual csc because to me it is not worth it.

I have made many friends through buying Cw's before I ever bought any of their private items and I will only buy a private when invited to do so if I like the item I only have about 30 private items and one of them is my own. I do not make friends with them to get their private items,I make friends for the sake of being friends though I can see some people making friends with certain Cw creators to get private items.
