I don't think it needs to rain to get the RE. I don't see it raining anywhere.

I think she can show up at any time, but it's a lot more common when it's raining.

What said is right, you can get a visit without rain. But rain just means a higher chance.

Well it has been raining in shadowglens all weekend. Idk what that means since its not a filter. Maybe something thats going to be happening soon with the plot for Mort?

The Shadowglen map is different, it has changed periodically since before Tempest was introduced. When it comes to rain being on the map, only the Tempest filter is the one that means it's actually raining in the sense that you could get the RE more easily.

Today was my first time seeing her as a random event while I was in the user shop searching for an item I got [item2=Storm Potion] :D! Is this common ?
