So as in my case i had no buff....so may not get a buff is that correct?

If you have a little red discount card image on your sidebar under buffs, you have the buff active and it lasts six hours. If not, I bet you any amount you'll get it before you finish all your quests for the day

The buff has NOTHING TO DO WITH QUESTS.

it is a RESTOCKING BUFF and can be gotten while restocking. It lasts six hours.

If you have it active, yes. You get it randomly when buying from the main shops and every item you buy from the main shops until it runs out will be discounted 15%

...Did haggling come back? I just had to offer a price on something I restocked.

Yeah, that's why, you still have for haggle things between r91 and r99 :)

I was not sure if Keith was inclusive or exclusive of r90 when he made the change. Highly possible he meant it to go up to r89

I honestly wasn't a fan of this change when it was first implemented but having quested a couple days I kind of enjoy it. It's much faster for me now, although the 5 second between purchases it a tad annoying.

I'm very happy with this change - it makes questing quicker/easier :) I'm also happy that there is haggling for higher rareties though.

As soon as I get rid of my 'haggling reflex' this will be an awesome change.

I really like that it's gone. Bye bye crap feature I've had to deal with in the last nine or so years, I don't miss you a bit - I really like how it saves me a lot more time. Half the time I could't even read the codes the site gave me.

I hate this new "feature". I loved being able to choose my price myself. I don't like being forced to pay a certain price :( :/

100% enjoy and support the removal of the haggling feature. Makes questing lots quicker for me and so far I've gotten the 15%-off buff two days in a row, which saves me more sP than the haggling feature. I really hope this is a permanent thing.
